Scott Mezistrano joined the IRS in January 2011 as a Policy Analyst in the Employment Tax Headquarters Office. In this capacity Scott works on legislative implementation focusing on provisions of the Affordable Care Act that affect employment tax.

Since entering the payroll profession in 1986, Scott has served as the payroll manager for companies as large as 30,000 employees spread over 30 states. For 14 years before joining the IRS, he was the Senior Manager of Government Relations for the American Payroll Association, representing the payroll profession before the federal government in order to reduce employer burden. He testified at hearings conducted by the U.S. Department of the Treasury, served on the IRS’s Information Reporting Program Advisory Committee, and received IRS’s “Excellence in Partnering” award. 

Scott has held the Certified Payroll Professional designation since 1990.
