*Electronic National Medical Support Notices (e-NMSN)
*OCSE's Child Support Portal, including how to:
*Report lump sum payments and employee terminations

*Communicate directly with child support agencies and OCSE
*Download and acknowledge Income Withholding for Support Orders (e-IWO Online)
Speaker 1:
Sherri Grigsby is the Deputy Director of the Division of Federal Systems within the Office of Child Support Enforcement (OCSE). In this role, she leads program and functional strategic planning for the division, including overseeing functional analysis, cross-line-of-business collaboration, and the coordination of data access requests and agreements.
She is also a key contributor to the division's employer services line of business, working closely with stakeholders such as child support agencies, employers, payroll professional, and federal and state partners to enhance and streamline processes.
Sherri brings more than 30 years of experience in the child support program. Prior to joining OCSE, she worked for the Commonwealth of Virginia's Division of Child Support Enforcement.
Topic 2: New Company, Old Tax Problems: How to protect yourself while navigating the existing tax problems of your new employer or client.
In this session, tax controversy attorney Russell Haynes will explain the risks of going to work for, or taking control of, an existing business with federal and state tax problems that pre-date your involvement. Both the IRS and Virginia can hold new owners and certain employees of businesses with unpaid taxes personally liable for tax debts that accrued prior to their ownership or employment. We will also cover the most critical steps to protecting the company from levy and seizure action moving forward, while positioning the company for a successful negotiation with the tax authorities over the existing tax liabilities.
Speaker 2:
Russell Haynes is a tax attorney at Haynes Tax Law in Burke, VA. Russ works primarily with businesses that have federal and state employment tax problems, including unfiled returns, unpaid balances, and worker classification issues, but he also assists business owners and employees with personal exposure to the Trust Fund Recovery Penalty and converted state tax assessments. Russ also handles cases for individuals with non-business-related tax problems, including unfiled returns and unpaid taxes. Russ has become an authority on the treatment of tax liabilities in bankruptcy, and teaches seminars on that subject for the Maryland State Bar Association, the University of Baltimore Law School, and various professional associations of tax practitioners. In addition to using bankruptcy to resolve individual tax problems, Russ has successfully negotiated offers in compromise and installment agreements with the federal and state tax authorities, obtained innocent spouse relief, and represented clients during IRS and state tax audits.
Russ is a graduate of the George Mason University School of Law (magna cum laude, tax concentration) and is admitted to the Virginia Supreme Court, the U.S. Tax Court, and the U.S. District Court for the Eastern District of Virginia. He is a member of the American Bar Association, the ABA Tax Section and the ABA Committee on Civil and Criminal Tax Penalties, the Virginia State Bar Association and VSB Taxation Section. Russ is also a QuickBooks ProAdvisor. Before attending law school and entering the practice of law, Russell was a trained musician, with a Masters degree in music performance from the Cincinnati Conservatory and a Doctor of Musical Arts degree from the University of Texas at Austin.

Outreach:

Second Story transforms the lives of children, youth and their families by providing safe havens and opportunities for them to grow and thrive. Their programs provide support at critical turning points in their lives.
- Second Story for Homeless Youth and Second Story for Young Mothers offer long-term housing as well as life skills support, counseling, and assistance with basic needs.
- Second Story for Teens in Crisis provides a short-term place to stay for youth in crisis, plus individual and family counseling.
- Second Story in the Community provides drop-in centers for families and after-school programs for youth who need more support outside their homes; many of them living in communities where human trafficking, violence, and gang activity are prevalent.
Though these safe spaces are the first step, they also work closely with youth and families to help them achieve their goals and work toward self-sufficiency, breaking cycles of homelessness, abuse, and poverty. All of their programs are located in Northern Virginia, though depending on the circumstance youth outside of our community can receive support as well.
Second Story was founded in 1972 and has a longstanding history of youth services and support. Their programs have grown and evolved as the needs of our community have changed, and they continue to work toward our vision of a community in which all young people are safe, live in a nurturing environment and have the opportunity to reach their full potential.
For 2026, WMAC has set a fundraising goal of $3,000.00. WMAC will match all donations made to Second Story through our website. Click here to be taken to the donations page.
