Topic 1: PA/OH Local Taxes
Don't let PA/OH Local Taxes have you Going Slightly Mad!

We will discuss the ins and out of Local Income taxation in 2 of the most complex states of Ohio and Pennsylvania. With a combined localities of close to 4500 tax jurisdictions this can be a complex task for even the most seasoned payroll professional. I will break this down to make it easier to administrate and navigate the Local Income tax landscape.

Bruce E. Phipps, CPP, has been employed in the payroll profession for 50 years and has worked for employers in several industries including, healthcare, retail, and manufacturing. During his career, he has served as a key member for several system upgrades/implementations and mergers and acquisitions. In his current role at Oracle, Bruce serves as Senior Principal Product Manager for the U.S. Legislative Team, a position he has held since 2022. Prior to rejoining Oracle, where he was Principal Product Manager/U.S. Legislative Analyst from 2014-2018, Bruce held the positions with of People 2.0, as Director of Shared Services and Compliance, and American Academic Health System, serving as a Regional Payroll Director.
Bruce has contributed significantly to PAYO, serving as its President from 2021-2023, and as a Vice President from 2015-2020. He is an active PAYO member and serves on several committees, including Ask an Expert; Social Networking Committee; Strategic Payroll Leadership Task Force (SPLTF) Emerging Technologies, Hospitality Industry, and Retail Best Practices Subcommittees; the National Speakers Bureau, and is a CHAMPS mentor. He is also active in the Government Relations Task Force (GRTF) and serves on the Child Support, Garnishments, Federal Issues, and Electronic Payments Subcommittee, and is a Co-Chair of the State and Local Topics Subcommittee. Bruce has been a Congress speaker since 2004. He received PAYO’s Meritorious Service Award in 2007 and was named Payroll Man of the Year in 2011.
At the local level, Bruce has served as the President of the Lehigh Valley Chapter in Allentown, PA. Bruce is currently the Treasurer of the Southeastern Pa Chapter of the APA. He also was one of the founding members of the Southeastern PA Chapter of the PAYO and served as the chapter’s first president. He has been a speaker at the Texas Payroll Conference since 2006 and he frequently speaks at chapter meetings and statewide conferences.

Bridget Kraja, CPP
Bridget Kraja, CPP is the Payroll Manager at CareMetx, LLC. Bridget obtained her CPP in April 2019. She is currently on the Board of the WMAC and has served on the Board of the Virginia Statewide Payroll Conference. She is a member of PayrollOrg as well as an active member of the local Washington Metropolitan Area Chapter of PayO (WMAC).

Outreach:

Second Story transforms the lives of children, youth and their families by providing safe havens and opportunities for them to grow and thrive. Their programs provide support at critical turning points in their lives.
- Second Story for Homeless Youth and Second Story for Young Mothers offer long-term housing as well as life skills support, counseling, and assistance with basic needs.
- Second Story for Teens in Crisis provides a short-term place to stay for youth in crisis, plus individual and family counseling.
- Second Story in the Community provides drop-in centers for families and after-school programs for youth who need more support outside their homes; many of them living in communities where human trafficking, violence, and gang activity are prevalent.
Though these safe spaces are the first step, they also work closely with youth and families to help them achieve their goals and work toward self-sufficiency, breaking cycles of homelessness, abuse, and poverty. All of their programs are located in Northern Virginia, though depending on the circumstance youth outside of our community can receive support as well.
Second Story was founded in 1972 and has a longstanding history of youth services and support. Their programs have grown and evolved as the needs of our community have changed, and they continue to work toward our vision of a community in which all young people are safe, live in a nurturing environment and have the opportunity to reach their full potential.
