#2 - Working with Child Support Agencies Using Electronic and Online Resources   - 1 RCH

Have you wondered if it there are more efficient ways to exchange information and documents with child support agencies?  Employers, child support agencies and the federal Office of Child Support Enforcement (OCSE) have been working together to improve communication and streamline processes.  OCSE will share information about electronic and online resources that help employers meet their child support program responsibilities and highlight electronic income withholding for Support Orders (e-IWOs), electronic National Medical Support Notices (e-NMSNs) and services available on OCSE’s Child Support Portal.

The Current Employment Statistics (CES) survey, conducted by the U.S. Bureau of Labor Statistics (BLS), is a monthly survey of approximately 122,000 businesses and government agencies representing, approximately 666,000 individual worksites. The survey provides detailed industry data on employment, hours, and earnings of workers on nonfarm payrolls.  As some of the most timely and sensitive economic indicators published by the federal government, national CES estimates are widely viewed as key measures of the health of the U.S. economy and are tracked closely by public policymakers, businesses, and academia.  The presentation will provide an overview of the CES survey, including a brief history of the program, monthly publications, what the data tells us today, and what to expect if your company is asked to participate in the survey.

The Quarterly Census of Employment and Wages (QCEW) program publishes a quarterly count of employment and wages reported by employers covering more than 95 percent of U.S. jobs, available at the county, metropolitan statistical area, state and national levels by industry. The QCEW conducts two surveys in addition to collecting administrative data from state Unemployment Insurance (UI) programs. Approximately one-third of all private sector U.S. businesses with more than three employees are contacted annually to verify their main business activity and physical location address via the Annual Refiling Survey (ARS). Eligible multiple-establishment employers are required to report quarterly employment and wage data via the Multiple Worksite Report (MWR). Data from the QCEW program serve as an important input to many BLS programs. The QCEW data are used as the benchmark source for employment by the Current Employment Statistics program and the Occupational Employment Statistics program. The UI administrative records collected under the QCEW program serve as a sampling frame for BLS establishment surveys. In addition, data from the QCEW program serve as an input to other Federal and State programs. For example, the Bureau of Economic Analysis (BEA) of the Department of Commerce uses QCEW data as the base for developing the wage and salary component of personal income. This presentation gives an overview of the Multiple Worksite Report and various electronic reporting methods. Many companies have a large number of worksites, and this presentation will give options on efficient ways to report your clients’ data.

Speaker 1:  

Anika Pompey is a Senior Stakeholder Liaison with the Internal Revenue Service (IRS) in Washington, DC.  As a Stakeholder Liaison, she is responsible for establishing and maintaining relationships with tax practitioners, business and industry organizations, and other audiences for the purpose of providing education and outreach on IRS policies, practices, and procedures.

Prior to becoming a Senior Stakeholder Liaison, Anika held the position of Tax Compliance Officer (TCO). In this role, she planned and conducted examinations of individual income tax returns. She was also responsible for educating taxpayers about tax law and tax-related accounting.  Anika held the position of TCO for 7 years before becoming the frontline manager of a TCO group. Anika has also held the position of Contact Representative where she was responsible for assisting customers with their tax accounts. Overall, Anika’s IRS career spans more than 16 years.

Katelynn Harris is a senior analyst in the Current Employment Statistics (CES) program at the Bureau of Labor Statistics. Before joining the CES program she worked on the Occupational Requirements Survey, also at BLS. Katelynn has an undergraduate degree in economics from Lycoming College. In her free time, Katelynn enjoys traveling, reading, and gardening. She lives in Silver Spring with her fiancé and their dog, JoJo.

Joyce Moraga is an economist at the Bureau of Labor Statistics. She began her BLS career in 2001 in the Office of Consumer Expenditures working on the Quarterly Interview and Diary surveys that provide information on the spending habits of American consumers. She has also worked for the Office of Field Operations in the Electronic Data Interchange center working with employer tax and payroll departments to file their reports for the Current Employment Statistics (CES) and Quarterly Census of Employment and Wages (QCEW) programs. Currently, she is in the QCEW program leading initiatives to improve data collection processes and methods for the Multiple Worksite Report and Annual Refiling Survey.

Outreach: 

Food & Friends is the only community-based organization in the DC region providing home-delivered medically tailored meals and medical nutrition therapy to our neighbors living with cancer, HIV/AIDS, and other serious illnesses.

Led by Reverend Carla Gorrell in 1988, local community leaders were in search of ways to support meal delivery for people with AIDS.  In 1989, Food & Friends was incorporated and their reach began to expand outside to people with other medical needs.  This organization has grown immensely and now supports hundreds of volunteers delivering meals to clients.  Food & Friends served its 20 millionth meal in 2016.  The organization has had trouble making it through COVID due to the decrease in the number of volunteers allowed.
