Meeting Topic: 

Legislative Update and APA Lobbying
The U.S. Congress and IRS create the compliance roadmap for your payroll journey. In this session, we'll discuss APA's efforts to persuade both entities to design a route that won't keep you from reaching your destination – a penalty-free payroll process. Hear about APA's efforts in areas such as fighting W-2 refund fraud, ensuring adequate IRS funding, clarifying ACA reporting forms, and more. We’ll also discuss what APA is doing on behalf of members to address issues related to wage payments, involuntary deductions, and local taxes.

Alice Jacobsohn is an experienced senior level legal executive with over 20 years of success in high profile policy, regulation, and advocacy roles. She has successfully represented constituents in areas of compliance, legislation, best practices, cost, and strategic planning. Her professional experience includes influencing policy at the federal and state levels while balancing and protecting the public good, through precise legislative testimony, collaborative stakeholder engagement methodologies, and by utilizing mediation expertise. In addition, she has developed coalitions and consensus as well as educated decision-makers on key issues, risks, and policy drivers. As a subject matter expert and advisor, she has built trusted and respectful relationships internally and externally, and mentored teams to new levels of confidence and performance.  As an author, public speaker, and advocate, she passionately provides actionable analyses, diverse stakeholder education, and public relations expertise. 

In August 2015, Ms. Jacobsohn became the senior manager of government relations at the American Payroll Association (APA) advocating for member positions at the state and federal levels. Prior to APA, she worked as a compliance consultant for private companies assisting with practical approaches to implementing environmental, labor, and business regulations. In addition, she worked for 17 years as a director at the National Waste and Recycling Association developing and implementing educational programs and public relations strategies, managing state chapters and policy-making groups, and lobbying and educating decision-makers. She was a program manager at SEMCOR, Inc. advising U.S. Navy and private customers on compliance and a staff attorney for a commissioner at the Pennsylvania Public Utility Commission. 

Ms. Jacobsohn has published more than 15 magazine articles, including topics on public relations techniques, compliance and enforcement of environmental and safety regulations, fairness of tax laws, homeland security preparation, product stewardship, membership building, women in the workplace, and at APA, a number of payroll issues, including information reporting, payroll card laws, and garnishments. She has a Bachelor’s degree in History with a minor in Economics from Arcadia University and a Juris Doctorate from Hofstra University School of Law. Ms. Jacobsohn is licensed to practice law in Pennsylvania and New Jersey.      


Bill Dunn, CPP
Director of Government Relations
American Payroll Association 

As the APA’s Director of Government Relations, Bill Dunn has the overall responsibility for APA’s lobbying efforts on behalf of its members and the payroll community, including payroll professionals and payroll service providers. The primary goal of APA’s lobbying efforts is to help government succeed while reducing the payroll administrative burden. 

Bill oversees the work of APA’s Government Affairs Task Force, through which the APA membership engages federal, state, and local authorities to address issues relevant to the payroll profession. The GATF currently has subcommittees focusing on the following issues: child support and garnishment, myRA, immigration, federal forms & publications, IRS issues, payroll cards, Pennsylvania local taxes, Social Security wage base redesign, and unemployment tax issues. 

Bill’s department also coordinates the work of the APA’s ACH Committee, which annually updates the Guide to Successful Electronic Payments

Bill represents APA before the media, teaches APA classes, and speaks at APA events and the events of other organizations. He also helps in the planning of the APA annual Congress and the Capital Summit. And he is a reporter for APA’s Pay News Now video series. 

Prior to joining the APA in 2006, Bill was an author/editor with the Research Institute of America. He is the author of the Employer’s Guide to Garnishment and edited a suite of publications including Payroll Guide, the Payroll Practitioner’s Compliance Handbook, and Principles of Payroll Administration

Bill is an active member of the APA’s Washington Metropolitan Area Chapter.  He has held the CPP designation since 1996.
